Question about declarer's sides obligations when an incorrect explanation has been given
The responder bid 3NT very quickly. The opener passed 3NT without any thought at all.

Not a big fan of the RDBL here. I would prefer a bid of 2NT as a Limit Raise or better in Spades. If they want to play in Hearts...they are going to have to be a lot higher than the 2 level.
