As I've noted elsewhere, if the Governor of Ohio (or another public authority) forces the tournament's cancellation, ACBL will be able to invoke force majeure clauses to avoid an awful lot of liability.

Right. If the Governor issues an order that results in the tournament being cancelled, ACBL will be able to invoke force majeure clauses to avoid liability to the host hotel. If ACBL cancels the tournament on its own, liability to the host hotel is much more likely.
