Why are you talking to your opponent? Call the director and let him/her sort it out.
For the mathematically inclined and directors:
In general good pairs aren't slow. So if I penalize somebody for slow play they will come in last by a quarter board more then they were going to do before. Whether that's an incentive to keep up the pace is hard to say.
