1. What's the problem. In choosing an opening bid, one doesn't know partner's hand. I assume the hand in the box is South? 7 or NT might well be reached.

@John Cox: Hereabouts, the locution "could be short" never means you could have one or none. It means you might have only two, or one shy of the statutory definition of natural for a 1m opener.
