Yes, it is legal and was legal under the GCC also. I have played such a convention and asked before I played it. Edit: An opening 1 promises at least one 4-cd major and 0 (maybe 5+).

I lead 2nd best from poor unbid 4-cd suits so that partner will look for a switch without extra length or strength in the led suit.
