In what way? When I played in Croatia, excluding China(which has a decent amount of players that young) I’m not sure there were more than 5 players 12 or younger, likely less.

There clearly aren’t enough U13 players to go around considering the U16 is already pushing it(it would also make U16 much smaller). I know many junior players who stopped playing bridge seriously and this event might give them another shot to change their minds about bridge.

Well, I am not sure but I would expect the U31 to be at the same junior world championships as the U16 U21 and U26. But if it is at a separate time then those then it isn’t a junior event.
