Restricted choice?
This is what I originally thought as well: 3523 and 3424 are a priori more likely distributions for West. I wondered if it would compensate restricted choice somehow but no one except you mentioned it.

Presuming 1 is forcing, partner should have hearts and nothing else. Something like xxx KQJTxxx x xx. We have 3 tricks but really nothing else useful. Pass for me

I'm guessing East wanted to make a responsive double, but he's a round late (and very light anyway). West already made clear he isn't interested playing in anything other than diamonds.
Defining a "Good Suit"
If the first suit is AKJxx, I would surely make this descriptive bid if my second suit happens to be QTxxx. If you were asking about the simultaneous and identical quality for the two suits, it will obviously have a higher standard, probably at least KJTxx.

Should only bid 3NT if you want that in your hand. I would certainly not like a spade lead through partner's stopper here.
