All true. But another way to look at it: partner has 0-2 spades, and 0-3 clubs. Surely on average he has 9-plus red cards and my guess is that he has 4 or more hearts more often than not. In that case 3 will be a desirable contract. If ...

In the modern fashion, the double is not strictly penalty in my view. I pass for want of anything better.
Bids in opponents suits
both natural is in the theory books. Playing that 2m is natural when opps play strong NT and artificial vs weak NT is a strain on the memory and is asking for trouble.

Here in Holland most play 1NT is 5 in the highest suit and 4 or 5 in the lowest. Double is 4-4 or 4-5 (lowest suit). In these days of light opening bids and responses on nothing I personally think that 1NT should show 15-18 balanced.
Is this a weak two in 1st/2nd seat in your preferred style
