Richard, presumably most or all of the rooms booked in the ACBL room block have been booked by ACBL members. Had the ACBL sent out some sort of advance notice, my guess is that most or all of the rooms booked so far would have been booked by ACBL members.

Declarer lost the first two tricks before the revoke occurred. Revoke penalties/rectifications only apply to tricks lost from the revoke onward. The best result that could possibly be assigned by law is making 5.

Ray, your second remark has no relevance to mine, which only addressed your contention that foreign players were excluded from the new ACBL policy concerning eligibility points.

Ray, the new regulations apply to people who have won an NABC+ or equivalent event. Examples of equivalent events include World Championships or Canadian or US Team Trials. Don't know what other events might be deemed equivalent, but this does seem to encompass non-ACBL players.
