It's responder who should take over and ask for key cards & extra tricks. I wouldn't risk 3 in a non-well established partnership for fear that the opener may blast to Bwood and don't know what to do next.

I think that your idea that 4 is OK is a symptom of what I call 2/1-tosis. Imagine that with a minimum hand for 2/1, also relatively poor in the context of bidding, bidding just a game could be OK. It may prevent problems when the opener's hand is too unlimited to stop below Bwood yet it turns out to be too limited to make the 5-level a fair bet.

12 count on 5-3 fit without source of tricks and a lack of fitting honor in the parter's first suit was absolutely not worth of 4 not to mention 4N travesty. “North interpreted 4♣ as a slam try with a cuebid in clubs, and 4♥ as strictly denying diamond control and saying nothing about slam interest” implies asking for aces on every 2/1 sequence when 5-3 fit is found, which cannot lead to great success.
