For a passed hand, that double may work for South. But what if it’s a unpassed hand? In that case, correct to D may suggest a good one suite hand?

Yes. West should have opened 4H. The interesting part is, 1H opening could prevent N/S from getting 4S, but 4H opening couldn’t.

I agree that 4S is a good bid.
But here, I am more focusing on how to get 4S without the 1S overall.

I responded with 1S as I would like to keep an opportunity for a 4H/4S game in case we have fits in two major suits. If I passed, 1H might become the final contract.
