Is partner allowed to bid 4 over 3 with a minimum? What does it take to bid 3NT? I am not familiar with non-serious.

The 19 hcp is an illusion. You have 5 top losers and partner needs to cover 2 of these to make 4. He will accept or at least cooperate over a raise to 2 with that hand since he could have only 3 s and nothing on this bidding. Why put the partscore in jeopardy by bidding 3?

All of my cards are working and I have ruffing value in s. I suppose 5 could go down with bad breaks but it is more likely to make 6 than go off in 5. I think it would be lack of trust to not bid 4.

It sounds like LHO has a sound takeout dbl of s and partner has 5+ s. I don't want to be on the wrong end of a 2 way game swing and bidding 4 is cheap insurance.

Not only does it show the minor but it also pinpoints the lead through the 2NT opener. After partner's expected 3 bid I will bid 4NT or 6NT depending on how I feel the match is going.
