I don't want them finding their red suit fit, and I don't want partner bidding a red suit. I'm not vulnerable and have a shapely hand with about zero chance of making game. I preempt.

I think jumping to 4 does establish a forcing pass since they preempted. However, jumping to 4 makes it difficult to bid a making slam when partner has a max, and it makes it impossible to get to 3N when it's right. (It also makes it impossible for me to read RHO's tells when partner bids 3.) Thus, 3 for me.

“They” doesn't agree in number with “partner's hand”, but you do have two opponents.

Every partnership has a sense of how light they open. If 1 promises 12+ in 4th seat one might suspect that you open pretty light in 2nd, except that you didn't say so.

How on God's green earth can partner envision your fifth heart? Your failure to confirm hearts as trump on the previous round practically denied a fifth heart. A double does nothing to cancel that message.

South's first pass is the most ridiculous call. His remaining passes can be faintly justified as staying fixed on the assumption that he could no longer catch everyone else if the hand played normally.

If you are really worried about it, allow a raise to 2 to be made on 9 HCP and a doubleton.

This has the added benefit of making them nervous to balance your single raise and still nervous to balance vs. 1M.

Well, I'm assuming we agreed to open light or we wouldn't be playing 10-12 NT. I'd upgrade this to a 1 opening playing Precision, and I probably wouldn't be playing 10-12 NT otherwise.

That said, there are many 10 counts with five spades I'd be happy to open with a 10-12 NT. Just not this hand (two aces and good interiors in spades).

Also, not entirely clear decisions like this should be direct majority rule. This may be a minor nuisance to many but a huge accessibility help to those who could not otherwise participate.

Khokan, can you list any countries in which executive orders are not in vogue? (In the UK, for example, there have been a lot of executive decisions to stockpile this, that, or the other, so that the population isn't starving by Easter.)
