What is the meaning of demonstrably?

Law 16B (a): A player may not choose a call or play that is demonstrably suggested over another by unauthorized information if the other call or play is a logical alternative.

Does there have to be one specific call that is demonstrably suggested? Or can a set of calls (e.g. non-pass calls) be deemed demonstrably suggested?

Here is an example situation:

Does the break in tempo demonstrably suggest any call? I think we can all agree that pass is a logical alternative--but to what?

What the break in tempo does not demonstrably suggest, I believe, is pass. It suggests that partner was thinking of doing something. It's unlikely that he was thinking of doubling (the bidding suggest partner is short in hearts) and he's already made it clear that he doesn't want to try for game somewhere. So, what could the hesitation imply? More diamonds than previously shown? More strength than previously suggested?

Finally, given the circumstances, would you consider the unauthorized information from the hesitation to constrain your choice of call in any way?

BIT doesn't suggest any particular call, so I would not feel constrained by UI.
BIT suggests that pass might not be best for our side, and because pass is a logical alternative to any other call, I would feel constrained to pass.
Wild horses couldn't get me to do anything other than pass, hesitation or not.
I was planning to pass but now that I know partner has something extra, I will bid 5
