The Takeout-Penalty Spectrum

Doubles such such as optional, cooperative, negative, balance-of-power, Rosenkranz, and so on, are in the bridge vocabulary of most members on this site.

One way to think about these doubles is to place them somewhere on a spectrum between takeout and penalty. On the extreme, a  takeout double is one where partner is almost always expected to bid, and which offers multiple places to play, while a penalty double is one where partner is almost always expected to pass.

For example, an optional double falls somewhere in between; partner will pass sometimes, and bid sometimes. Another example would be that a four-level takeout double is expected to be passed more often than a one-level takeout double, hence falling closer to penalty on the spectrum.

Do you think that this is an appropriate classification? Which doubles fit with it, and how would you rank doubles such as optional, BoP, and cooperative doubles along this spectrum?
