Ruling on opening 1NT with small singleton (ACBL)

ACBL club game, above average quality. Opponent deals and opens 1NT, passed out, making 1NT; 1NT turns out to have been 3=4=1=5 shape, small diamond. Director is called, understands the issue, and goes to make a decision.

About 2/3 through the session, director returns and says it looks like we're getting an above-average board, so no adjustment. This may have been true at the time.

Actual result on the board: 50% matchpoints. Par was 140 for opener, but it was hard to stop short of game: half the field bid the non-making game, half did not. If it makes a difference, opponents were a C pair that finished last; most of the top of the field bid game, most of the bottom did not. 50% was below our session score (63% including this 50% board).
