The facts
The pass of the double was encouraging.
All players agreed there was a 1-minute Break In Tempo (BIT) prior to West’s bid of 3♠. East felt he had too strong a hand to pass.
The ruling
After polling several experts, it was determined that PASS was a logical alternative to 4♠. 5 of 8 experts passed, 3 bid (1 4♣, 2 4♠). The BIT suggested that bidding would be more favorable to E/W than passing. Therefore the director adjusted the score to 3S+1 scoring 170 for E/W. The score adjustment was based on law 16B.
