Is this legal?

I think ACBL rules do not allow a partnership to use different methods against different opponents in the same match/event (?). So does that mean it is illegal to play Woolsey X against some opponents and penalty X against others. We have seen several posts about players psyching or routinely "upgrading" their hands to open 1NT when 3rd seat NV, so obviously it is useful to play penalty X against such players, but one may prefer to keep Woolsey X against less "enterprising" opponents. So is it legal to play the X differently against different opponents who nominally open the same 1NT range? Of course, we will make sure they know what we are playing through our CC or by announcement in advance (and in a way that is not offensive). Or do we have to play penalty X agasint all opponents in order for it to be legit?
