Is this 2NT Alertable?

Playing on BB with a random partner, I was seated at the table of Lynn Yokel and Wayne Stuart.

On the first hand, I (north) opened 1SP, East Passed and South Bid 1NT. West intervened with 2D, and I bid 2SP. It went Pass, Pass, and West then bid 2NT, which was not alerted.

I assumed it was a strong hand with playing tricks, but it was actually TO. His hand was:

Q, KT93, AKJ9532, 9 (his partner bid 3cl and he corrected to 3D showing diamonds and hearts, and East's 3H ended the auction).

After the bidding, an "animated" discussion ensued, where both Lynn and Wayne assured me that the bid did not require an alert.

I just resumed playing bridge and haven't directed a tournament for many years, but I was pretty sure that 2NT necessitates an alert in this situation.

 

Am I right or wrong?
