How do you interpret this double?

This is how the auction went and I was sitting south.  I actually was admittedly a little bit asleep (figuratively, not literally!), and should probably have doubled the first time.  That being said, I wasn't madly in love with my hand, so I waited to see what partner did.  However, when partner passed and the bidding got back to me, I decided that I didn't want to let the opps buy the contract for just 2, so I doubled.  

Partner told me that he assumed that because I didn't double 1 the first time when I had the chance to do so, it was clear that my double of 2 had to be for penalty, and so he passed. 

Result was 2 doubled making 2, which actually would have been a great result for us because declarer can make 4, it turns out.  Bottom result though because of the double.

So this leads me to my question.  Given the bidding, how would one reasonably interpret this double?  Keep in mind that partner and I had never played before but that we did have on our card that doubles are generally takeout thru 3.
