How do you handle this situation?

Last night, in a team round robin match, the following situation came up.

Partner held a hand he considered invitational. He was planning a 3 bid if his RHO had passed. Now, 3 sounds competitive. But other bids sound stronger than his hand was. How do you handle that? Do you use a double? 2NT as weak and 3 as invitational?

It's not a common situation, be we realized (a little too late...) that, despite playing together at least once a month for about 10 years, we had no firm agreements here. And we weren't sure what the best, easiest to remember agreements were. So I figured I'd ask. I'd appreciate, in addition to any suggestions you have, the reasoning behind it, as we want to investigate what to do and why.

I suspect that this might happen more often with an ultra-light NT, since LHO might want to defend with a good hand and good suit, especially at teams, where +50 and +110 are not that different. Do you have agreements here? Is it rare enough that it's not worth the brain space? Thank you.
