High level negative double

In the post mortem after the bidding in my poll http://bridgewinners.com/article/view/bidding-problem-2-8rubqz2382/?cj=705037#c705037 pard claimed that I should have doubled 4 whereupon he would bid 4 and I could then ask for keycards and stop in 6.

We never explicitly agreed to play negative doubles up to 4. It is now clear that we have a different view on high level negative doubles. What is your opinion? All options relate to a high level double.

A negative double is for take out and should only be passed with a trump stack.
A negative double of a major shows 4crd OM unless doubler can handle the bidding.
Negative double up to 4 is interpreted as t/o and penalty if the bid is 4 or higher.
The higher the level the more likely is a pass by partner.
Negative doubles on 4-level or higher should usually be passed with a balanced hand.
Negative doubles on 3-level or higher should often be passed with a balanced hand.
Negative doubles on 4-level or higher create a forcing pass.
Negative doubles on 3-level or higher create a forcing pass
