Scoring is matchpoints. You noticed that partner made a slight BIT (5-10 sec) before passing after 4.

Obviously you don't want to choose an action suggested by the BIT but you know that passing now will get you a very poor score (we almost certainly had at least a +140 in 3).

Your only sensible options are doubling and bidding 4, but what are your ethical obligations in this particular position?

The BIT does not suggest anything. You can bid whatever you like.
BIT suggests bidding 4, but not x, so x is OK.
BIT suggests doubling, but not 4 ,so 4 is OK.
BIT suggests bidding on, you need to pass.
