Definition of "constructive" response

Section 3 of the ACBL Midchart reads as follows: "All constructive  rebids and responses are allowed". My reading of the chart is that this is where transfer Walsh responses are allowed. 

For purposes of the regulations, what is the definition of 'constructive'?

Extra points if you can cite a reference. 

 

 

 

 

Purely subjective - 4333 zero count could be constructive
Any hand with a 5 card suit
Any hand that I would respond to a natural non forcing 1C realizing this may differ due to seat, vulnerability, and moon cycles
A 3 count
A 4 count
A 5 count
A 6 count
