Dealing with Unusual Michaels

I am looking for recommendations on how to deal with Unusual Michaels , where a jump to 2NT over our natural 1m opening shows the om and unknown M. We normally play Unusual over Unusual or some variation of it over the Unusual 2NT, and double as wanting to penalize one or both of their suits. But here only one of their suits is known. Should 3M be forcing? Should X be negative (even if we don't use negative X against the Unusual 2NT) and what should that show?
