Card holder abuse

At a tournament in New Zealand a while ago, an opposing pair arrived at the table with a card holder for my RHO who had one arm in a cast/sling.

There is nothing unusual there.

However, I could not help but notice that my RHO was showing distribution by placing the cards in the holder with appropriate gaps between the suits.

After the round, I mentioned this to the director and RHO accused me of cheating for having noticed it.

What should the TD do under such circumstances? This was not the first round of the session so presumably my LHO had been in receipt of UI on the previous rounds as well.

The TD gave advice to the player using the card holder and let it ride. Is that appropriate? Should there perhaps be a PP for each hand on which UI was given to partner?
