This is a problem from 1957. Just as tough (or tougher) today.

1 in the original was Roman: 12-16 balanced, 17-20 with a 5+ card major and 4+ clubs, or any game force. To my knowledge no one plays this anymore.

Today lets assume it is either balanced not 15-17, or clubs natural.

The reason I think it is tougher today is that in 1957 2 was a general force; today 2 (at least for most) is a heart raise, and in fact there is no number of clubs that can be bid naturally. As an aside, one-level overcalls tended to show far more in 1957 than they do today. Something like KQ10xx and a side Ace was considered a risky minimum (!). Perhaps because they still played penalty doubles of overcalls.
