ATB/YBTJ - hand from sectional (Matchpoint Pairs)

This came up in last round of 2nd session of a sectional pair game and cost us 1st overall (lost by 2 matchpoints!), would appreciate feedback as to who did what wrong... thanks!  Especially questions about whether 2NT by West would be to play or pick a minor (West wasn't sure) or if East thought double was more penalty/defense oriented vs. 2NT "true takeout for minors" by partner, or if East was afraid HIS 2NT would be interpreted as "to play" vs. pick-a-minor...

Everyone of decent quality and playing standard 2/1 systems with strong NT.  2 doubled made (no defense matters, if anything they may make an overtrick in some variations), 3 of either minor makes in comfort assuming diamonds are played correctly (and even if down 1, still only -100 vs. the at least +110 available in 2 or 2)

100% blame to West, he should either have passed out 2 or bid 2NT (pick a minor?) rather than doubling
more blame to West but some to East
