Imps (top bracket KO match), N/S play standard 2/1 GF system (1NT 15-17), 2 was 1 round force, 3 was not forcing (should it be?).  Please choose blame assessment (if any) for North and South.  Game was bid (on different auction) at other table and made, costing our side 10 imps.

100% blame to North, he had a clear 4 bid, South's pass of 3 was fine
More blame to North, he should have bid 4 but South could/should have bid 4 also
About equal blame to North and South, North should have bid 4 but South also should have bid 4
More blame to South, he clearly should have bid 4 but North might have bid 4
100% blame to South, he had a clear 4 bid and North's 3 was fine
