N and W were screen mates, W alerted the X and explained as a lead directional X. Being asked further, he told that he is asking his P not to lead a S.

NS  has an agreement of playing doubt showing XX on any kind of lead directional X. In case of a penalty X, there XX is for business.

N ran away to 5D and S corrected it to 6C and went down. There were 10 tricks in the 4NT contract.

Now after the deal, it was revealed that S received a different information on other side of the screen. That explanation was "Penalty". 

Director came to the table and asked EW regarding their agreement. W told lead directional while E communicated he is not aware of any such agreement. Nothing could be found in their notes or convention card.

Director asked north regarding his 5D bid and N communicated as he is missing both the major aces and P showed the doubt he did not think 4Nt had a good chance to make. P can have x KQxx Kxx AQJxx where 11 tricks would be there in 5D and he would be going 5 down in 4NT redoubled contract(on a H lead).

S was also asked about his XX and he told that as the X was explained as penalty, he chose to XX as he never thought his P would open his mouth again.

Director ruled table result stands.

NS appealed to the review committee. What should be the ruling according to you.

NS should receive the score of 4NT redoubled
NS should receive the score of 4NT doubled
NS should receive the score of 4NT redoubled and EW should get some procedural penalty
NS should receive the score of 4NT doubled and EW should get some procedural penalty
Table result should stand
Table result should stand and NS money should be forfeited for the thoughtless appeal
