A Simple Question

This week I've been enjoying our annual Gopher Regional in my own town of Minnetonka, MN.  Great turnout and the tournament itself is super; thank you to everyone involved in running it!

Yet, one small aspect shocks me.  It is the many players who seem to have zero sense about waiting after a skip bid.

More than once this week, after opening with a preempt, jumping in the auction, etc., LHO literally has had a bid on the table before my own bid actually was placed on the table!

Not to sound elitist, but I rarely play in events with less than expert opposition. So - my question is, is it common for under-expert players to not know they are supposed to pause?  If so, why?

It seems like such a simple thing to do; I don't understand!  Thanks for your thoughts!
