Which of the following things do you think are true about this response bid?  Can select multiple answers.

Just trying to get a discussion started about what seems to be a not highly common but nonetheless important bidding sequence.

PS-I am referring to situations in which 1 is a natural bid and not one used to show any 16+ point hand.  Probably obvious but wanted to clarify :).
