2 Opening to Show a Balanced 18-19 HCP?

Do any of my fellow BW users play this with one or more of their partners?  

Further, for those who do, what are your response structures and follow-ups?  I have done a little Googling and while I am finding some things, the resources are pretty spotty, so if anybody could point me in the right direction, this would be much appreciated.

I have also included a poll regarding use and knowledge of this convention because I am curious how popular and known this treatment is among players (or at least ones who visit BW).

For what it is worth, the official name for this convention appears to be (per Google) "Mexican 2".

It is probably clear to most what the reasoning is behind why someone might do this but in case it is not, the reasoning is that playing a 2/1 system with strong NT ranges, such hands are of course too strong to open 1NT but too weak to open 2NT, and yet a 1-of-a-suit opening cannot convey to partner how strong our hand is, and follow-up bids become difficult if opps interfere.

Anyhow, the main point is I am looking for guidance on this convention because it seems like a useful one.
